XI-DISTRICT BUDGAM


CHAPTER – XI
DISTRICT BUDGAM

11.1 In 1887 BKm corresponding to 1830A.D. Budgam was just a Tehsil known as “Tehsil-e-Sri Partap Singh Pora” and formed part of Wazarat-e-Shumali Kashmir (District Baramulla). It later became part of District Srinagar. The State Government in the year 1979 elevated Budgam to the District status.

11.2 It is surrounded by Districts Baramulla, Poonch, Srinagar, Pulwama and newly created District Shopian. At the time of its formation, more than two and a half decades ago, it comprised three Tehsils namely Tehsil Budgam, Tehsil Beerwa and Tehsil Chadoora. In the month of August 2005, State Government ordered creation of three more Tehsils namely Charari-Sharif, Khag and Khan Sahib bringing the total number of Tehsils in District Budgam to six. The Government further ordered that Tehsil Khag and Tehsil Khan Sahib will be coterminous with their respective C.D.Blocks.


11.3 The District is spread over 1371 sq. kms and has a total population of 6.29 lac souls, according to 2001 census. It has a mixed topography-hilly as well as plain. The total cultivable area is 57,000 hectares out of which 35,000 hectares are irrigated. The District has 115 Patwar Halqas comprising 509 villages with 8 C.D and N.E.S Blocks and 191 Panchayats.


11.4 District Budgam is known for a number of things. Charar-i-Sharief, the abode of the tomb of one of the most revered Kashmiri saints Sheikh Nooru-din-e- Noorani, popularly known as Nund Reshi or Alamdar-e-Kashmir, is one of the major towns of this District .The history says that the ancestors of Nund Reshi came from Kishtwar. Another important shrine is that at Pakherpora, a village near Charari-Sharif. 

The great sofi poets Shamas Faqir and Samad Mir are from Shamas Abad and Nambalhar, respectively, the two villages in Tehsil Khan Sahib and renowned revolutionary poet Abdul Ahad Azad is from Rangar village of Tehsil Chadoora. The famous tourist resort of Yousmarg is also situated in this District. The lush green meadows of Tosha Maidan with thick forests surrounding, are just about 10 kms from Khag. Tosha Maidan separates this District from District Poonch. Khag area abounds in water springs__about 50 in number; out of which 30 are stated to be perennial. The area is traversed by a number of murmuring streams which are tributaries of river Jehlum.


11.5 Budgam is an admixture of two Kashmiri words “Bud” (meaning “Big”) and “Gam” (meaning “Village”) and the legend goes that once upon a time Budgam was a very prosperous and densely populated township and therefore the name “Budgam”. 

11.6 The existence of Srinagar Airport as also with the introduction of train services in the valley having the main station located at Nowgam, Budgam District has got great potential for economic development, as it has emerged as a hub of activities connected with the increase in tourism and commerce. In particular the period after 1979 has seen tremendous economic development resulting in large scale migration of middle and upper middle class rural population from other districts into Srinagar city. The city has thus expanded on all sides, maximum penetration being on Budgam side. This has even necessitated Srinagar Municipal Corporation to extend its limits into certain areas of District Budgam.


11.7 The Demarcation Committee obviously cannot afford to ignore this fact and therefore the main consideration with it has been the present level as also the future trend of urbanization and therefore the ability of providing civic amenities by the State Government to these newly developed areas. Srinagar District Administration is undoubtedly better equipped for providing required facilities as also in attending to other day to day problems of the residents of these areas. 


The Committee therefore recommends taking out of 13 villages (8 villages from Tehsil Chadoora and 5 villages from Tehsil Budgam) from District Budgam and their inclusion in Tehsil Srinagar- (South) of District Srinagar, since all these villages have been completely urbanized and seemingly form part of Greater Srinagar. The names of these villages with other details are as follows:-

11.8 This exercise involves division of five Patwar Halqas in District Budgam and transfer of four complete Patwar Halqas from District Budgam to Tehsil Srinagar (South) District Srinagar. Normally, the Committee is not in favour of division of any existing Patwar Halqa. However, an exception in this case is proposed keeping in view the immediate proximity of these areas to Srinagar city and their level of urbanization.


The re-organization of these Patwar Halqas can be done by the competent authority in Revenue Department.


11.9 District Budgam, thereafter, is left with 111 Patwar Halqas comprising 496 villages.


11.10 The details of the Patwar Halqas with names of villages of District Budgam are at Appendix XI-1 and the map is at Appendix XI-2.



SUB-DIVISION KHAN SAHIB


11.11 As already stated earlier Tehsil Khan Sahib has been created in the year 2005 and is coterminous with the C.D and N.E.S.Block. Khan Sahib, in particular, is a township which derives its name after a very famous and revered saint Hazrat Saleh Khan whose Shrine is situated there-at. Hazrat Saleh Khan was born in a village Pakhla situated in Pakistan, and came to this area somewhere during 16th century A.D. Hazrat Saleh Khan is stated to have visited Srinagar also. He took religious guidance from Baba Naseebu-Din Gazi and meditated for about 12 years in the forests of the area where his tomb is situated.


11.12 Tehsil Khan Sahib comprises 99 villages (three un-inhabited) 18 Patwar Halqas and 34 Panchayat Circles having a total population of 94,564 souls. The Tehsil Headquarter is about 16 Kms from Budgam. The Tehsil to a large extent is surrounded by Tehsil Budgam and Tehsil Beerwa, and to smaller extent by Tehsil Khag and Tehsil Chadoora. The terrain is mostly hilly (Karewa) and the road communication somewhat difficult.


11.13 With the twin purpose of making the administration more responsive as also to enable the inhabitants of hither-to forlorn areas to reap the benefits of economic development, the State Government has in July, 2006 elevated Khan Sahib to Sub- Division status. The Demarcation Committee has been asked to fix the boundaries of this newly created Sub-Division.


11.14 The Committee had an extensive tour of Tehsils Budgam, Khan Sahib, Beerwa and Khag and had interaction with the residents, various interest groups and organizations, who represented either orally or in writing, as also with the legislators, District and Divisional Administration.


11.15 As a result of this exercise as also spot assessment the Committee is of the view that Sub-Division Khan Sahib can at best cover the existing Tehsil Khan Sahib only. As already stated, the road net-work in the area is not wide- spread and therefore accessibility with other towns is difficult. The immediate neighbours of Khan Sahib are
the four Tehsils mentioned at para 11.12. It will not be prudent, administratively or
otherwise, to include any one of these Tehsils with Khan Sahib Sub-Division for the
reasons:-


i. That any further division of Tehsil Budgam can be ruled out since such a
move will jeopardize the very viability of principal Tehsil of the District.


ii. Beerwa is itself a bigger Tehsil than Khan Sahib. Tehsil Beerwa is spread
over 107 revenue villages with 22 Patwar Halqas, 33 Panchayat Circles
having a population of 1,61,567 souls. Beerwa at the moment is just 20
Kms away from District Headquarter, whereas the distance between
Beerwa and Khan Sahib is 25 Kms. Even if hypothetically Beerwa is made
part of Khan Sahib Sub-Division, the distance between Beerwa and the
District Head quarter will be less than the distance between Beerwa and
the Sub-Divisional Headquarter. Added to it, the terrain, and the road network
as also the frequency of bus services in Beerwa area is comparatively
better than that in Khan Sahib.


iii. Tehsil Khag and Tehsil Chadoora have a very small portion of their
boundaries touching Tehsil Khan Sahib. In both these cases there is no
direct service between Khag and Khan Sahib or Chadoora and Khan
Sahib. The road distance between Khag and District Headquarter is much
less than what it is between Khag and Khan Sahib. For going from Khag
to Khan Sahib or vice-versa, one has to travel through Beerwa. Similarly
one has to take a longer and circuitous route from Chadoora, to reach
Khan Sahib, and in this case also District Headquarter is nearer than the
Sub-Divisional Headquarter.


11.16 Khan Sahib Sub-Division comprising only one Tehsil will not be some
thing new or unprecedented. We have had such situations in the past and present such as
Shopian, Tangdhar, Basohli, Billawar, Mahore, Reasi etc. The possibility of including

some other areas in this Sub-Division can be thought of at a later stage when road
connectivity improves.
