DISTRICT RAMBAN
6.1 Ramban is an important town on Jammu–Srinagar National Highway 1-A, about 150 kms from Jammu and is situated on the right bank of River Chenab. Earlier, Ramban was a Sub-District of District Doda, with Tehsil Ramban and Tehsil Banihal as its constituents.
Tehsil Ramban comprised eleven Patwar Halqas with sixty one (old settlement) villages, while Tehsil Banihal comprised fourteen Patwar Halqas with thirty three villages. Batote was a territorial Niabat of Tehsil Ramban with its headquarter at Batote, the boundaries of which start from Patnitop and extend upto 12 kms on Batote-Doda road (National Highway 1-B) and around 25 kms towards Ramban on National Highway 1-A. The Sub-District was bounded by District Anantnag on the North, Tehsil Doda on the East and District Udhampur on the South as well as West.

i. That a new Tehsil with its headquarter at Assar be created by including villages falling in Niabats Assar and Batote to be part of District Doda.
ii. That Niabat Batote be upgraded to a Tehsil with its headquarter at Batote, including therein certain villages located across/along-side the right bank of river Chenab, to be part of new District Ramban.
iii. That villages forming part of Block/Niabat Gool be attached with Tehsil Ramban to be part of new District Ramban.
iv. That a new District be created in respect of areas comprising Mahore, Gool-Gulabgarh and Arnas, and till such time this demand is met, areas falling in Gool-Mahore may not be attached with Ramban but should be allowed to continue as part of erstwhile District Udhampur.
v. That Patwar Halqas Chaka Kundi and Shamti be made part of Tehsil Ramban after their deletion from Tehsil Doda.
6.3 After considering all the pros and cons in respect of the issues mentioned in para 6.2, the Committee is of the view as follows:-
i. That Batote presently is a territorial Niabat of Tehsil Ramban. Its exclusion from Tehsil Ramban will reduce the area/jurisdiction of new District Ramban.
ii. That existing Ramban Sub-District starts from Patnitop and ends at Banihal Tunnel with National Highway 1-A passing right across the Sub- District. As and when there is any problem on the National Highway, particularly within areas falling in Batote Niabat, concerning law and order, stranding of passengers due to accidents, closure of road on account of landslide/heavy snowfall etc., it is the administration at Ramban which can come to the rescue immediately and provide requisite relief/assistance.
In case Batote is made part of District Doda it will be difficult for the District administration with its headquarter at Doda to provide immediate/appropriate relief measures.
iii. That in case Niabat Batote is made part of District Doda the people residing in Chanderkote and neighbouring villages (presently, forming part of Niabat Batote) will have to travel a distance of 60-70 kms to approach District headquarter at Doda, whereas in the case of Ramban they will have to travel a distance of not more than ten kms.
iv. That issue regarding creation of new Tehsils at Assar, as proposed by the District Development Commissioner, and at Batote as demanded by public of Batote is not within the mandate of the Committee.
v. That as regards the demand to continue Gool area to be part of District Udhampur, the same is not tenable, as the people residing therein will have to travel a distance of 140 kms to reach the District headquarter at Udhampur after crossing Ramban, whereas in case these villages are made part of Tehsil and District Ramban, their journey to District headquarter will be around 55 kms.
vi. That at present all developmental activities concerning Engineering departments etc. are being looked after by officers of the respective departments with their headquarters at Ramban. Moreover, for policing purpose also the Gool area forms part of Police District Ramban.
vii. That even in the ‘Wazir Commission Report’ it was recommended as under:-
“Niabat Gool by virtue of its location, topography and means of communication would qualify for inclusion in Ramban Sub-Division.”
6.4 Based on the above position, the Committee recommends as under:-
i. That Niabat Batote should remain part of Tehsil as well as new District Ramban.
ii. That Patwar Halqa Chaka Kundi comprising three villages namely, Chakakundi, Topneel and Bibrota be added with Tehsil Ramban after their deletion from Tehsil Doda, but Patwar Halqa Shamti should continue to be part of Tehsil Doda, as also agreed to by District Development Commissioner Doda.
iii. That four Patwar Halqas namely, Gool, Thatarka, Sangaldan and Kalimasta comprising eighteen villages forming part of Niabat Gool of Tehsil Gool-Gulabgarh be included in Tehsil and District Ramban after their exclusion from Tehsil Gool-Gulabgarh of District Udhampur.
iv. That new District Ramban shall comprise Tehsil Banihal and reconstituted Tehsil Ramban (after addition of eighteen villages of Niabat Gool and three villages of Patwar Halqa Chaka Kundi of Tehsil Doda).
6.5 Thus, the details of Patwar Halqas as also the villages forming part of each Patwar Halqa and the map indicating geographical boundaries of the new District Ramban as recommended, would be as per Appendix VI-1 and VI-2 respectively.
Besides, the particulars of Patwar Halqas and villages of the reconstituted Tehsil Ramban are as per Appendix VI-3, while map indicating the geographical boundaries of the Tehsil is marked as Appendix VI-4.
6.6 It may, however, be in place to indicate that with the addition of three villages from Tehsil Doda and eighteen villages from Gool-Gulabgarh of District Udhampur with Tehsil and new District Ramban, it is felt that Tehsil Ramban would become a bit unmanageable. Thus, the Committee is of the view that a need may arise to the creation of another Tehsil mainly comprising eighteen villages of Niabat Gool and few villages from the adjoining Tehsils namely, Banihal/Ramban.
It may further be not out of context to mention that there is a pressing demand from the public of Gool Niabat for the upgradation of Niabat to the status of Tehsil, and that Wazir Commission in its report had also recommended creation of Tehsil at Gool to be part of Ramban. But, since creation of new Tehsils is not within the terms of reference of the Committee, it is proposed that after recommendations of the Committee are accepted/implemented, the Government may like to consider creation and/or reorganization of Tehsils in the new District Ramban to be got done through some mechanisms as deemed appropriate.
